No feature-complete FSD was released by end of 2019; on the Jan 29, 2020 Q4 call Musk admitted Tesla only 'got pretty close' and that feature-complete might come 'in a few months.' The limited FSD Beta did not start until October 2020. Re-graded partial (2026-07-05 audit): the specific promised event — a limited, supervised, early-access release of 'feature-complete' FSD — genuinely happened on Oct 20, 2020, when Tesla shipped the first FSD Beta to Early Access members, ~10 months after 'this year.' Partial rather than delivered-late because what shipped was a supervised city-streets beta for a small group, far from the capability the phrase implied.
