What actually happened

A year after Battery Day the Kato Road pilot line was nowhere near a 10 GWh/year run rate. Tesla celebrated its 1 millionth 4680 cell ever produced in January 2022 — roughly 0.1 GWh cumulative — and 4680 supply constraints dogged Cybertruck and Model Y production into 2023-2024. At Battery Day in September 2020, Musk said the Kato Road 4680 pilot plant would take 'about a year' to reach 10 GWh of annual cell capacity. Sixteen months later Tesla had produced about one million 4680 cells in total — on the order of 0.1 GWh — and 4680 output remained the bottleneck for Cybertruck years later. The 100 GWh by 2022 and 3 TWh by 2030 targets from the same slide deck fared no better.
