Musk has promised Tesla taxis since 2016, when Master Plan Part Deux said owners could add their car to a "Tesla shared fleet" with one tap. At Autonomy Day in April 2019 he said Tesla would have "over a million robotaxis on the road" the next year, and that an owner's car could earn about $30,000 a year. There were none in 2020.

The service came later and smaller. Paid rides started in Austin on June 22, 2025, with a safety monitor in the car. Rides with no one in the car started on January 22, 2026. The 2025 targets of 500 cars in Austin, 8 to 10 metro areas and half the US population were all missed. As of October 2026 the service runs without a safety driver in six metros in Texas and Florida.

The Cybercab was shown at the We, Robot event in October 2024, two months after the August 8 date he first gave. The first production Cybercab came off the Giga Texas line on February 17, 2026, inside his "before 2027" window, and paid Cybercab rides began in Austin in September 2026. Owners still cannot add their own cars to the network, which Musk said would happen in 2026.
