What actually happened

Musk demoed battery swapping on June 20 2013 and pitched swap stations across Tesla's network. Only one pilot station was ever built (Harris Ranch, opened ~March 2015) and it was shut down by 2016 after minimal use — of ~200 invited owners, only about five tried it. Musk himself buried the idea at the June 9 2015 annual shareholder meeting: owners "don't seem to be very interested" in pack swap and, "based on what we're seeing here, it's unlikely to be something that's worth expanding." At a June 2013 demo Musk swapped a Model S battery in about 90 seconds and promised swap stations alongside Superchargers, starting on the LA-San Francisco corridor by end of 2013. Only a single invite-only pilot at Harris Ranch ever opened, and Tesla quietly killed the program by 2016 — making this one of the clearest abandoned Musk promises.
